Heel risers set the driver's foot position relative to the pedals, which affects both comfort and pedal control over a long race. A driver fighting an awkward pedal angle loses precision in exactly the moments it matters. Multiple heights let you tune the position to the individual rather than accepting whatever the chassis gives you.
A non-skid surface keeps the foot planted when the car is working hard.
